Put a cookie sheet in the oven and preheat it to 480° F.
Once the oven is preheated, set a timer for 18 minutes.
Add the water to the flour and start your timer.
Knead the mixture to form a stiff dough, adding more water if too dry or more flour if too moist.
On a lightly floured table or work surface, roll the dough into a very thin circle or rectangle, depending on the shape of your dog treats.
Prick holes in the dough with a fork.
Cut out individual dog treats with a cookie cutter or the rim of a small glass and put them on the pre-heated baking sheet.
Bake until the tops are golden brown, about 3 minutes.
Flip them and bake until the 2nd side is golden brown and crisp, about another 3 minutes.
Remove to a cooling rack and, once cool, store in an airtight container.
