Put enough water in bottom of a pot to reach just below the bottom of a steamer basket. Add cinnamon sticks and sprinkle in ground cinnamon and nutmeg. Bring to a boil.
While the water is coming to a boil, peel (do not core) the pears and slice off a little from the bottom so the pears stand upright. Leave the stems attached.
When the water comes to a boil, put the pears upright in the steamer basket and steam for about 1 hour, or until they are tender all the way through but not mushy.
As on optional step, you can then remove the pears and the steamer basket then boil the seasoned water until thick enough to lightly drizzle over the pears.
Serve warm or at room temperature.
