Heat 2 tablespoons oil in a skillet on medium heat. Add the onion and cook for a 3-4 minutes until they are soft
.Add the garlic and cook for a minute or two.
Add the tomatoes, tomatillos and salt, sugar, allspice, and cinnamon. Mix well and cook for 7-10 minutes, stirring occasionally, until the vegetables have softened,
Season fish with salt to taste. Heat the remaining 2 tablespoons of oil in a skillet over medium-high heat. Add the fish cook for one to until cooked though and is slightly brown.
Add the sauce over the fish, cover the skillet and reduce heat to low. Cook for 10 minutes.
